THANK YOU!

During the period of 22-25 May, 2008 we had numerous large scale events in the Central Control Group area. These included the Chase Corporate Challenge, the Memorial Day Parade, and Bike the Drive. I would like to express my gratitude and appreciation to all of the Officers, Supervisors and personnel from OEMC whose assistance helped make these events incident free.

16th District Officers, Area Detectives Clear Theft Pattern

On 18 April 08, at 0226 hours, Lieutenant Jeffery Gale, Officer’s Irizarry, Doyle, Govea, Burns, Meier, Honda, Mulder and Gibbelina responded to an assignment of Theft from Auto in Progress at 35xx N. Normandy.

Upon arrival at this location, the Officers observed an offender, standing outside the victim’s vehicle by the driver’s side door. The Officers further observed the driver’s side window was broken out and glass was strewn about. Upon approaching the auto, a second offender was observed inside the vehicle, ducking down in the driver’s seat. Both Offenders were immediately taken into custody and advised of their rights.

An interview of the victim related she heard a car alarm going off: When she looked out her window, she saw the one offender standing outside her vehicle by the driver’s side door. She then notified the police. Further investigation by the officer’s revealed a white Mercury Sable parked nearby with the engine running. The vehicle registered to one of the offender’s. Inside the vehicle were the proceeds from other burglaries of autos, including another GPS system, Sony am/fm car stereo and a 9” Panasonic television with brackets as if it was mounted in a vehicle. The victims of these crimes were subsequently located and both offenders were charged with several counts of Burglary.

After advising the offenders of their rights, they admitted that they were responsible for numerous break-ins and thefts from autos. This arrest cleared an emerging crime trend regarding thefts of GPS navigation systems. As a result of this outstanding investigation and arrest , Detectives Pilolli and Mullane cleared over 100 theft from auto cases.

Heads Up Police Work Warrants a "Thank You" from the Commander

On 17 Mar 08 at 1138 hours, Tactical Team 1663A, Police Officers T. Bilyj and W. Rickey, conducted a traffic stop. Further investigation revealed the lone driver had no valid driver’s license, no insurance and a small amount of cannabis. The driver was placed under arrest and the vehicle was impounded for cannabis. Suspecting the driver might be a drug carrier from Mexico, canine was requested. During the search of the vehicle, the narcotic K-9 dog strongly hit on the vehicle three (3) times. Based on this fact and suspecting a trap or hidden compartment inside the car to conceal possible narcotics, the vehicle was sent to auto impound #1. There, members of the CPD drug interdiction searched the vehicle and located within the bumper rails, six black taped brick like packages containing approximately 9-pounds of suspect cocaine with an estimated street value of $510,288.75. Tactical Team 1663A Officers were immediately notified, went to auto pound #1, recovered the narcotics, and inventoried it in 016 and hand-carried to the Forensic Service Unit. Subsequently, the driver who had previously bonded out on the misdemeanor charge was now wanted on Class X felony narcotic charges. The offender’s attorney then contacted the officers and was inquiring about his client’s vehicle. The arresting officer’s told him where the offender can reclaim his auto. The officer’s responded to the auto pound and when the offender came to obtain his vehicle, he was immediately re-arrested and charged with manufacture/deliver of 900+ grams of cocaine and is being held no bond in Cook County Department of Corrections.

Good Team Work in 16 & 25

Inter-District (016 & 025) Bank Robbery Arrests

On 16 Feb 08 at 1208 hours, the LaSalle Bank at 4825 N. Austin was robbed by a male and female “crew” which matched the descriptions of the Offenders responsible for multiply bank robberies in Area Five and the suburban Chicago area. At the scene, 2nd watch beat officers and supervisors immediately put out a “flash” message describing the wanted vehicle. In the 025th District near North and Kostner Avenues, 2nd watch 025th District Beat Officers observed a vehicle matching the description which contained a male and female white occupants. The vehicle was stopped, without incident, a large sum of money was observed inside and the two (2) occupants were returned to the Bank for a “show-up.” There, the male offender was positively identified as the person who had just robbed the bank. Further investigation revealed this husband and wife “team” had committed 13 bank robberies within the past month to support a $900.00 dollar a day narcotic habit. Both Offenders were turned over to the F.B.I. Bank Robbery Task Force and were charged with 13 counts of bank robbery. The Officers of the 016th and 025th Districts are to be commended for their professionalism, information sharing and keen observations which resulted in the immediate arrests of two habitual (2) bank robbers and the recovery of the cash proceeds.

Follow up on Tips and Clues from a Beat Meeting Leads to Burglary Arrest.

Four officers from 022 went to the Beat Meeting for 2233 on 09 Jan 08 at the Fernwood Park Fieldhouse 10438 S Wallace. They were approached after the meeting by several citizens who did not want to talk in front of the crowd at the meeting. These citizens told the officers that several recent garage burglaries were being committed by several youths in the area.

The officers were aware of the increase in burglaries, and began to canvas alleys in an effort to apprehend said offenders. On 13 Jan 08, Officers James Nichols and N. Valentine were patrolling the alleys on 2233's beat when they observed three guys wheeling a dolly cart out of a garage at 11200 S Wallace. The offenders immediately fled on foot, with the officers pursuing. Two offenders escaped, but the officers captured Geremy Dudley, M/18, of 500 block of W. 111th St. They checked with the homeowner and discovered that Dudley had broken off the service door lock and plywood board-up covering the door, and took two boxed bar-b-q grills and the dolly cart from the garage. Charges approved for Burglary later that night.

On 29 Jan 08, Officers James Nichols and N. Meredith observed an offender exiting the rear of a house and jump into a waiting car at 10904 S Eggleston, carrying a laptop computer. They immediately called for an assist, and were met by Officers Raymond Wilke and Heather Scherr, the other officers from the beat meeting. One offender was detained and arrested, the victims identified their property, and charges were approved for Burglary. Offender #1 was Sean Morgan, M/20, of 11000 block of S Normal, . Offender #2 was a M/16 who initially made good his escape on foot, but was arrested at home the next day after his co-offender identified him. He was processed as a juvenile for residential burglary.  Turns out the juveniles name or possible nick name was mentioned after the beat meeting as being a possible offender and then he gets caught in the act.

Good Police Work Deserves to be Recognized

On 04 Jan 08 at 2144 hours, 3rd Watch Beat Officers responded to a call of a “robbery in progress” at 6052 W. Irving Park Road. There, Officers skillfully interviewed the victim to obtain a detailed offender description and immediately broadcasted this information over the radio. A short distant from the robbery scene, Tactical Team 1633 Officers observed two (2) subjects matching this description. Both subjects were stopped and the victim immediately identified both subjects as the persons that robbed him and attempted to rob two others victims while they were all walking down the alley. Following their arrest, a custodial search recovered the victim’s cell phone in the pants pocket of one of the offenders. Further investigation revealed, the Offenders approached three teenaged victims in the alley and demanded that they empty their pockets. When the victims refused, the offenders, armed with a silver object, began punching the older teen victim in the face until they grabbed his razor cell phone. Subsequently, both 19-year-old offenders were charged with felony aggravated robbery and the stolen cell phone was returned to a grateful victim.

Not only is the victim grateful, so am I.  Thanks to your professionalism and hard work two armed offenders have been taken off the street.

16th District Officers Saluted

On 10 Jan 08 at 1418 hours, 2nd watch beat and tactical officers were assigned to the Foreman High School “Safe Passage” dismissal mission. While patrolling the immediate area, Tactical Team 1662 Officers observed a known “Four Corner Hustler” street gang member standing near the N/E corner of the high school practice field.  As the Tactical Officers began to approach the subject to conduct a field interview, they observed a noticeable protrusion from the right side of his waistband. However, when the subject turned to look in the direction of the approaching police, he instinctively grabbed his right side and fled on foot with tactical officers in pursuit. During the foot chase, the Tactical Officers observed the subject tossed a black object resembling a gun to the ground. Through the Tactical Officers perseverance and observations, the subject was apprehended without further incident and the gun that he dropped was immediately recovered. Further investigation revealed the known 18-year-old gang member, with an extensive gang related arrest history, was armed with a loaded blue steel Walther semi-automatic .32 caliber pistol. Subsequently, the offender was charged with felony U.U.W and a potential violent gang action at a public high school was averted.
