SALUTE

Area 5 Detective Division Salutes 15th District Police Officers: P.O. M. Guerin, P.O. J. Bunyon.

On 27 Mar. 08, a victim was shot as he was walking down the street in the 15th District. The officers immediately responded to the scene, protected evidence, and obtained a description and a nickname of the offender. Due to the keen knowledge of gangs in the 15th District, the offices were able to provide immediate information on the identity of the offender resulting in a successful conclusion of this aggravated battery.

Area 1 Detective Division Salutes 9th District Police Officers: Sgt. J. Doris, P.O. E. Murphy, P.O. T. Tantillo, P.O. J. Sullivan, P.O. N. Kakos, P.O. W. Buglio, P.O. F. Tomalis, P.O. H. Del Toro, P.O. R. Perez, P.O. R. Soto.

On 19 Mar. 08, the officers responded to a call of a “Person with a Gun” in the area of 32nd & Bell. Upon arrival, the officers met with a victim who related the offender had pointed a gun at her & threatened her. She gave a description of the offender and during the investigation that followed the above officers were able to locate the offender and recover the handgun. A show-up with the victim resulted in the positive identification of the offender. Due to their diligence to duty and keen investigative skills the subject was charged with a Felony and a dangerous handgun was removed from our city streets.

Area 2 Detective Division Salutes 3rd District Officers & Command Staff: Superintendent J. Weis, Deputy. Superintendent P. Brust, Chief T. Skahill, Sgt. B. Blackman, P.O. A. Sledge, P.O. A. Bruno, P.O. A. Janik, P.O. J. Moss, P.O. P. Carriere, P.O. L. Hayes, P.O. D. Davis, P.O. C. Ware, P.O. M. Jose, Det. J. McGuire.

On 29 Mar. 08, officers from the 3rd District responded to a domestic disturbance with shots fired. Upon arrival the officers learned that a 9 year old child was in the residence with the offender and the officers devised a plan in which they would enter the front, forcing the offender out the back. The offender fled out the rear of the location and into the the hands of waiting officers, who apprehended him.

Members of the Command Staff had also arrived on the scene and lent their efforts to reinforcing the officers' initiative.

The child was rescued unharmed and the offender, a previously convicted felon, was charged with two counts of UUW by Felon and Aggravated Assault.

Area Two Detective Division salutes 6th District and Targeted Response Unit Police Officers: P.O. J. Venegas, P.O. R. Sanchez, P.O. K. Murphy, P.O. M. Gremo. 

On 14 Mar. 08, the officers responded to a call of a battery in progress in the area of 77th and Throop. Officers heard a female yelling for help and deployed on foot in search of the victim. Responding officers observed the offender in the act of committing a criminal sexual assault against a fourteen year old girl and placed him in custody. The officers were considerate of the victim’s age and emotions when conducting interviews which placed her at ease while discussing this crime.

Due to the officers prompt response and compassion for the innocent, a sexual predator was charged and taken off the streets.

A Search Warrant Obtained and Executed by 16th District Tactical Team Leads to Arrest After Citizens' Tips at CAPS Beat Meeting

CHICAGO -- A 16th District Tactical Team arrested a man for Possession of Cannabis and Violation of Bail Bond after tips from citizens at a Community Beat Meeting provided officers with necessary details to establish surveillance and obtain and execute a search warrant.

Erik Lee Miller, 25, of the 4900 block of W. Eddy Ave. was taken into custody May 28, 2008 after police executed a search warrant and found approximately 13 grams of cannabis and a bulk sum of money inside of his residence. Miller, out on bond for an April 24th arrest for felony Possession of Cannabis, also was charged with Violation of Bail Bond.

During a Beat 1634 Community Beat Meeting on May 22, citizens voiced numerous complaints about possible drug sales at the location where Miller resides. A tactical team responded immediately by setting up covert surveillance to corroborate the tips about illegal narcotics sales. Observations and field interviews helped officers secure a search warrant.

"This outstanding investigation and arrest is a perfect example of problem-solving and how the CAPS program works," said 16th District Commander Anthony Riccio. "We know that when the community gets involved in helping the police with information on dangerous offenders, the quality of life and public safety is enhanced."

The Chicago Alternative Police Strategy (CAPS) was implemented in 1993, and there are more than 200 block clubs in the City of Chicago.

On 13 Dec. 07, a victim was shot inside a restaurant in the 15th District.

Due to the officers keen knowledge of gangs, the offender was identified, located and placed under arrest. Further investigation revealed the offender in this incident was also planning to commit further crimes in the area. Due to the quick and diligent efforts of these officers, this dangerous criminal was charged with Attempt Murder and Aggravated Battery with a Firearm.

Chicago Crime Prevention Information Center (CPIC) Featured as a Model for Emergency Operations Centers Nationwide

On May 30, 2008, an article was published in Government Technology magazine that discussed the importance of Emergency Operations Centers (EOC) as a tool to assist with disaster management, emergency communications and crime prevention.

The Chicago Police Department's Crime Prevention Information Center (CPIC) or "Fusion Center" was featured as an example of the effectiveness of integrated technology and multi-jurisdictional, multi-departmental communications with respect to high-level incidents and daily law enforcement.  The article, written by Blake Harris, provides insight into the importance of technology, communication and security on both a local and national level.

Area 5 Detective Division Salutes 15th District Tactical Officers: Sgt. Mason, P.O. Troutman, P.O. Delcid, P.O.Mulkerrin, P.O. Edwards, P.O. Babich, P.O. Anderson, P.O. Kelly, P.O. Johnson, P.O. Marron.

In March of 2008 two separate shootings occurred in the area of Laramie and Ferdinand. The offender of both shootings was identified by the victims as being a four corner hustler street gang member.

On 25 March 2008, the officers used their informants to obtain information in regard to the wanted aggravated battery offender. The offender shot three victims, seriously wounding them.

The officers were able to locate the offender and place him in custody at which time he was charged with three counts of Aggravated Battery/Firearm to a Person.

Three other offenders, all four corner hustler street gang members, were subsequently arrested and charged for their roles in the shootings. Due to their extensive knowledge of gang members and their dedication to duty, these violent offenders were arrested and taken off the streets of Chicago.

Special Investigations Unit Salutes 19th District Police Officers: P.O.'s    R. Mosquedo, and A. Calderon. 

On 31 Mar. 08, the officers responded to a call where a young victim had been sexually assaulted several times by her mothers boyfriend. The officers placed the offender into custody. Subsequently the offender gave an oral admission and handwritten statement. The offender was charged with Criminal Sexual Assault. Due to the officers dedication to duty, a child molester was taken off the streets.

Letter of Commendation for 15th District Officers

Dear Commander Green:

Officer Thomas and Officer Pickett, stationed at Austin High School, have made the difficult job of disciplinarian much easier.

I am Dr. Spell, Dean of Students at Austin Business and Entrepreneurship Academy. Because there are two small independent schools housed at Austin, Officers Thomas and Pickett help two different deans and several autonomous administrators. Officers Thomas and Pickett are swift, constructive, and accommodating to all, and some of us have huge egos.

In our school, ABEA, maintaining the discipline of nearly 400 freshmen and sophomores is taxing. Unfortunately there have been instances where students had to be arrested. In these cases officers Thomas and Pickett were thorough yet understanding toward all concerned. Then there are times when adults want to use the police to make a point. In these situations, Officers Thomas and Picket truly serve and protect.

Both officers are excellent at finding the truth amid lies, settling disputes before they escalate. Once, belligerent parents wanted my head on a platter and Officer Picket protected me. Numerous times young adults have no idea of the trouble they're courting and Officer Thomas advises them with wisdom and love. Her kind of service is sorely needed in our community. If you could duplicate her twenty times over, the Austin community would have a much better opinion of and appreciation for law enforcement, and we would be safer by far. She raises consciousness.

Finally, I've tried to put into words the outstanding work of Officer Pickett and Officer Thomas. .But words fail to convey how they have helped save some students from would be disaster, or how they gave me, a novice, the confidence to proceed with integrity.
